Community event planning guides
Every city here handles event permits differently, and the deadlines run from 20 days to a full year. These guides lay out what each one asks for, in order, with links to the official sources.

Food: the county health department
Whatever city you are in, food at an event runs through the Riverside County Department of Environmental Health. The organizer files a Community Event Organizer Application, and each food vendor operates under a temporary or mobile food facility permit.
- Everything is due at least 2 weeks before the event, and a late fee applies after that.
- The organizer submits planning approval, a detailed map of the layout and a complete list of food and beverage vendors, including vendors serving only alcohol.
- The map has to show restrooms and handwashing stations, trash disposal, drinking water and wastewater disposal.
- A food booth's handwashing station needs warm water from a free-flowing spigot, pump soap, paper towels and a catch basin. Events longer than 3 days need a mechanical hand sink.
Alcohol: California ABC
Nonprofits and other qualified organizations can apply for a daily license for a fundraising event. The application is Form ABC-221, filed with the ABC district office for the event's location.
- It must arrive at least 10 days before the event and should not be sent more than 30 days ahead.
- The property owner has to authorize it.
- Getting local law enforcement's approval is the applicant's job, and it may be required for large crowds or public streets.
- A first-time organization has to be qualified by ABC first.
Accessible restrooms
Under the federal ADA Standards, where portable toilets are clustered in one place, 5 percent of the units in each cluster must be accessible, and those units carry the accessibility symbol. Cities can ask for more. Murrieta asks for 10 percent, with at least one at every location.
Trash and recycling at large events
California law has extra rules for large events, which CalRecycle describes as events that serve an average of more than 2,000 people a day and either charge admission or are run by a local agency. Their operators must plan for waste reduction and recycling, and must arrange for food vendors to recover edible food that would otherwise be thrown away.
Below that size, your city's permit is what sets the trash rules. Each guide says what the city's own documents state.
