The deadlines, in order
60 days ahead
Submit the packet in person at 23873 Clinton Keith Road, Suite 201.
10 days ahead
Insurance certificate and endorsement are due. So is the clean-up deposit, if the city asks for one.
The next business day
Temporary sanitation facilities must be removed.
The permit
The packet covers runs and walks, parades, festivals and fairs, block parties, concerts, farmers markets, carnivals and car shows. It needs the property owner's signature or an authorization letter.
The city allows a temporary event no more than six times in a calendar year. More than that takes a conditional use permit.
Hours
The city's code allows events from 8 a.m. to 8 p.m. Sunday through Thursday, and 8 a.m. to 10 p.m. on Friday and Saturday. Anything outside those hours needs City Council approval, and night events need an approved noise and lighting plan.
Insurance and deposit
If any part of the event is on public right-of-way or city property, or the city is a sponsor, the packet requires general liability insurance of at least 1 million dollars per occurrence. If alcohol is served, it requires liquor liability in the same amount.
Both must be endorsed to name the city, and the documents are due no later than 10 days before the event. The city may also ask for a refundable clean-up deposit.
Streets and traffic
- If the event restricts traffic on a city street or sidewalk, you must notify the residences and businesses affected. The notice is approved by Public Works.
- Closing more than one street takes a map of intersections, access points, barricades and traffic control staff.
- You obtain and place the traffic control equipment yourself.
- If a bus route is affected, you notify the Riverside Transit Agency.
- A parking or shuttle plan, with accessible parking, is required.
Food and alcohol
- If any food or beverages are sold or given out, you need a permit from the Riverside County Department of Environmental Health, and a copy goes in with the application.
- Alcohol needs a California ABC license, and the site plan shows any beer garden.
Fire, security and medical
- The packet asks about generators, fireworks, tents and canopies, and cooking. A yes to any of them means a supplemental fire application.
- The organizer is responsible for a safe event. Private security guards must be licensed and approved ahead of time, and the police may require changes to your security plan.
- The packet asks you to describe your medical plan, including the hours first aid areas are set up.
Restrooms
The application does not set a ratio. It asks you to state how many toilets you are providing for men, for women and combined, with the number of accessible units for each.
It is strict about what happens after. All temporary sanitation facilities must be removed on the first business day following the event.
Trash and cleanup
The packet asks you to describe your clean-up plan and name the person responsible. The site and the areas next to it must go back to pre-event condition, and you cover any city clean-up cost above the deposit.
It also says your organization may be eligible for free trash and recycling waste boxes from CR&R, which operates in Wildomar under contract with the city. That is an offer in the packet, so ask the Planning Department what your permit requires.
