How to plan a community event in Menifee

Menifee has two paths. An event in a city park goes through Community Services at least 90 days ahead. An outdoor event somewhere else goes through Planning at least 60 days ahead. Both involve the Fire Marshal.

The deadlines, in order

90 days ahead

Submit a park event application through the city's recreation portal.

60 days ahead

Submit a Temporary Outdoor Event Application to Planning for an event outside a park. The fire application is also due now for events over 200 people.

Within 3 business days

The city says staff will follow up on a park request to approve or deny it.

10 business days ahead

Fire fees are due.

Events in a city park

The city takes special event applications for its parks online. Its checklist asks you to create an event map with dimensions, plan for parking and crowd control, review the rental policy, and provide a certificate of insurance with an additional insured endorsement.

A Building and Fire Application is required for all events.

Events outside a park

The city's Planning FAQ describes a Temporary Outdoor Event Application, submitted with the Fire Department's special event information to the Planning Department at City Hall. It also describes a deposit that covers cleanup or damage to city property and is refunded if it is not needed.

Vendors, food and alcohol

  • Each vendor completes a Food Vendor Application or a Non-Food Vendor Application, and provides a temporary business license and a certificate of insurance.
  • Events with food trucks or on-site food preparation need proof that a County Temporary Health Permit has been applied for.
  • In parks, alcohol is allowed only with a facility reservation permit, and the applicant has to secure the ABC license.

Fire and safety

  • The Fire Marshal's form asks about tents by size: under 400, over 400 and over 700 square feet. It asks for a copy of the fire retardant certification.
  • A pre-event inspection is required where large tents, generators or cooking are planned.
  • The site plan shows event activities, tents and booths, generators, parking, fire lanes and roadways.
  • The form asks whether emergency medical service will be provided.

Restrooms

The pages and forms we could read do not set a toilet count for Menifee events. Ask Community Services what your event needs, and get the answer in writing.

Trash and cleanup

Menifee's code has a chapter for large events, meaning more than 2,000 people a day including workers. Those applicants must submit a waste management plan with the permit application, covering how they will reduce, reuse and recycle.

The code also says only the city's franchisee may collect discarded solid waste, and the city's trash page names Waste Management as its franchise hauler. Ask the city how that applies to your event before you arrange trash service.

Sound and hours

In parks, amplified sound needs a permit. Unlighted parks close 30 minutes after sunset and lighted sports fields at 10 p.m., with an exception for people at permitted events.

Places events are held

  • Wheatfield Park, on Menifee Road, site of the city's Independence Celebration.
  • Central Park and Hidden Hills Park, both on the city's special events calendar.
  • The Mt. San Jacinto College campus on La Piedra Road, where the city holds its Fall Festival.
